Banns comes from the old English word to summon and the marriage banns were read out for 3 consecutive Sundays before the Marriage could be blessed and allowed anyone to raise any legal impediment.

A Certificate was required if one of the parties was from a different Parish and was issued by the non performing vicar.

A Licence was introduced to allow a marriage in a shorter period on payment of a fee. a sworn declaration was required, that there was no legal impediment to the marriage. It was issued, usually by an Archbishop, Bishop or Archdeacon.
